The unit should not be powered unless its cabinet is firmly installed and the chassis is connected to a good ground. Before touching any high voltage circuitry, it is suggested to ground the plate caps for the tubes with a screwdriver that has a well-insulated handle to ensure that the high voltage filter capacitors are not holding a charge.
